Code of conduct for officials (directors, employees who are not athletes)
• Provide a safe environment. Create an environment and atmosphere, in which social safety is ensured and experienced.
• Be subservient. Always act in the interests of the association or other legal entity and focus on the interests of members and/or affiliates.
• Be open. Act as transparently as possible so that it is easy to be accountable and give insight into your actions and motives.
• Be trustworthy. Adhere to the rules and agreements, such as the statutes regulations and decisions of the (inter)national association. Use information only for the purpose of the organisation. Declare that you will not use confidential information for your own benefit or for the benefit of others.
• Be diligent. Act with respect and prioritise equal treatment. Weigh interests correctly. Be careful and sincere when stating experience and positions. Handle confidential information carefully and correctly. Substantiate board decisions well, so there is understanding for the chosen direction.
• Avoid (the appearance of) conflicts of interest. Do not take on any additional roles or financial interests that conflict or could conflict with your position. Discuss any intention to take on a secondary position or financial interest in an organisation with those responsible. Declare any financial interests in other organisations and any secondary positions. Indicate whether the secondary positions are remunerated or unpaid. In the case of forms of cooperation and relationships, avoid the appearance of favouritism that conflicts with fair competition.
Do not accept gifts or donations intended to give you a personal advantage. Do not give gifts in connection with your position and do not offer services worth more than xxx euros, nor make promises to do or refrain from doing anything. Report gifts and donations worth more than xxx euros that have been received or given in connection with your position.
• Be an example to others and refrain from behaviour and statements that bring the sport into disrepute. Be courteous and respectful, and refrain from making hurtful and/or offensive comments.
• Make every effort to ensure that all athletes and coaches comply with the regulations on doping, sexual harassment and match fixing, as well as the board regulations on alcohol in sports canteens. Athletes and coaches must be bound to comply with disciplinary rules, for example. As a board member, you are responsible for drawing up rules of conduct for your own association, together with the members, trainers and parents.
• Take (reports and signs of) inappropriate behaviour and transgressive behaviour seriously. Make an effort to make the subject of integrity discussable and keep it on the agenda. Ensure a certain degree of alertness within the organisation to inappropriate and/or transgressive behaviour. Encourage the reporting of undesirable behaviour. Take appropriate action against violations of rules and standards by athletes, employees, supporters and others.
• Make every effort to work with employees, officials, entrepreneurs, agents, suppliers, sponsors, etc. who act with integrity. Ensure that your sports organisation deals internally and externally with individuals and organisations of impeccable character. Check whether an official is of impeccable character (consult the Register of Disciplinary Decisions on Sexual Harassment), request a Certificate of Good Conduct (VOG) and conduct research in relation to the intended position. Also conduct research into trading partners, etc.
• Be aware of the risks of match fixing and act accordingly. Do not bet on a sport in which you are involved. Do not provide bookmakers or others with information that has not yet been made public about a match or an aspect of a match in which you are involved.
• Ensure compliance with rules and standards. Ensure that everyone complies with the regulations, house rules and code of conduct.
Code of conduct for trainer-coaches and supervisors
• Ensure a safe environment. Create an environment and atmosphere in which social safety is guaranteed and perceived as such. Adhere to safety standards and requirements.
• Know and act in accordance with the rules and guidelines. Make sure you are aware of the rules and guidelines and apply them. Also enable your athletes to learn more about them. For example, take them to information meetings about doping, match fixing or sexual harassment. Do not interfere improperly in doping control procedures or investigations.
• Be careful and sincere when stating your experience and positions. State all relevant facts when applying for a position as a trainer, coach or supervisor. You can also submit a certificate of good conduct (VOG).
• Be aware of power imbalances and (sometimes) dependency, and do not abuse your position. Do not use your position to exercise power in an unreasonable or inappropriate manner. Refrain from any form of abuse (of power), emotional abuse, physically inappropriate behaviour, including sexually suggestive comments, touching and/or sexual abuse. No sexual acts, contact and/or relationships with minors are permitted. You have a duty to report sexual harassment and abuse.
• Respect the athlete's private life. Do not intrude into the private lives of athletes more than necessary. Treat athletes and the spaces in which they find themselves, such as changing rooms, showers or hotel rooms, with respect.
• Do not undermine anyone's dignity. Refrain from discriminatory, derogatory or intimidating comments and behaviour. Do not discriminate on the basis of religion, beliefs, political affiliation, race, gender, disability, sexual orientation, cultural background, age or other characteristics. Do not exclude anyone and be tolerant.
• Be an example to others and refrain from behaviour and statements that discredit the sport. Be courteous and respectful, and refrain from hurtful and/or offensive comments.
• Do not accept favours, gifts, services or payments to do or refrain from doing anything that is contrary to the integrity of the sport. If you are offered something to do or refrain from doing something, report this to the board.
• Ensure compliance with rules and standards. Ensure that everyone complies with the regulations, house rules and code of conduct.
• Be open and alert to warning signs. Be vigilant and alert to signs and do not hesitate to report them to the board or the confidential advisor and/or contact the Centre for Safe Sport in the Netherlands.
• Be careful. Never disclose information that has not yet been made public and could be used for betting purposes. Do not bet on the sport you are involved in.
• Do not drink alcohol while coaching and agree with youth teams that no alcohol will be consumed.
Code of conduct for referees and officials
• Treat everyone involved with respect.
• Ensure a safe environment in and around the match in collaboration with the trainers/coaches and supervisors. Create an environment and atmosphere in which social safety is guaranteed and also perceived as such. Adhere to safety standards and requirements.
• Organise good cooperation with the other referees who are active in the match (assistant referees, linesmen, jury table, etc.).
• Be helpful, both in facilitating the sporting conduct of the match and in implementing the policy on sporting behaviour.
• Ensure compliance with rules and standards in collaboration with the trainers/coaches and supervisors. Ensure compliance with the regulations, house rules, this code of conduct and other standards.
• Be open. Act as transparently as possible, so that it is easy to be accountable and there is insight into your actions and motives.
• Be an example to others and refrain from behaviour and statements that discredit the sport, including when using social media.
• Do not accept favours, gifts, services or goods from opponents, trainers/coaches, administrators or third parties in order to do or refrain from doing anything that is contrary to the integrity of the sport. If you are offered something to do or refrain from doing, report this to the board.
• Do not offer favours, gifts, services or compensation to opponents, trainers/coaches, administrators or third parties to do or refrain from doing anything that is contrary to the integrity of the sport.
• Be collegial towards other referees and officials, even if he/she is a spectator at a fellow referee's match.
• Be aware of the risks of match fixing, act cautiously and report any signs to the sports association.
Code of conduct for athletes
• Be open. If you are asked to do something that goes against your own feelings, standards and values, report this, for example to the board. For questions and reports, you can also contact the Centre for Safe Sport in the Netherlands. If you are asked to cheat, report this too.
• Respect others. You must respect everyone: your opponents, your teammates, the referee, your trainers, the spectators and everyone else. Be mindful of your language and how you present yourself to others. Make everyone feel that they can move freely.
• Respect agreements. Be on time, notify others (in good time) if you are unable to attend, listen to instructions and follow the rules.
• Treat the environment with respect. Do not damage anything and respect everyone's property. Leave the changing room tidy. Put away the equipment. Dispose of waste in the bins.
• Do not touch others. Do not touch anyone against their will (outside of normal sports activities).
• Follow the rules. Read the regulations, house rules, this code of conduct and all other agreements, and adhere to them.

• Do not discriminate. Do not discriminate on the basis of religion, belief, political affiliation, race, gender, disability,

• Fight on the mat or in the ring, but not outside of it. Use what you have learned in a combat sport only for self-defence.
• Report violations of this code of conduct. Report violations of this code to the board and/or the confidential advisor of the sports club or your sports association. For questions and reports, you can also contact the Centre for Safe Sport in the Netherlands. NB: If someone has shared something confidential with you, call the Centre for Safe Sport in the Netherlands, for example. We will then discuss what you can do.
• Drink alcohol in moderation after exercising and do not drink if you still have to participate in traffic.
Code of conduct for top athletes
• Be honest and fair. Do not cheat, use verbal or physical violence, or use doping. Always do your best to win. Do not participate in fixing a match, competition or record. Do not fix any aspect of the sport, such as the first throw.
• Be careful with betting. Never bet against opponents, never bet on your own sport.
• Be cautious. Never disclose information, even to family and friends, that has not yet been made public and could be used for betting purposes.
• Know and adhere to the rules, including rules on match fixing, doping and sexual harassment.
• Attend information sessions on doping and match fixing. NOC*NSF and the Doping Authority have developed the Continuous Learning Programme for Doping-Free Sport, which consists of three information packages: Gold, Silver and Bronze. As an athlete, you attend the meetings that are part of these packages. You also attend the information meetings on match fixing organised by NOC*NSF or the sports federations and/or follow the e-learning course on this subject.
• Always submit your whereabouts on time and correctly. Some athletes have a whereabouts obligation. You must then submit your whereabouts information to the Doping Authority or the International Federation. It is your obligation as an athlete to handle this correctly and accurately.
• Be open. If you are asked to do something that goes against your own feelings, standards and values, report this, for example to the board of your sports club or to the sports association. Also report (signs of) a doping violation. For questions and reports, you can also contact the Centre for Safe Sport in the Netherlands or other available channels. Also report it if you are approached to cheat or if you notice other serious violations of this code.
• Be an example and show respect. Respect your opponent(s), your teammates, the referee or jury, your trainers, the spectators and everyone else. Pay attention to your language and how you present yourself to others. Be aware of your role as a role model.
• Do not discriminate. Refrain from discriminatory, derogatory or intimidating comments and behaviour. Do not discriminate on the basis of religion, belief, political affiliation, race, gender, disability, sexual orientation, cultural background, age or other characteristics.
• Do not accept favours, gifts, services or compensation from opponents, trainers/coaches, administrators or third parties to do or refrain from doing anything that is contrary to the integrity of the sport. If you are offered something in exchange for doing or refraining from doing something, report this to the board. Be open and transparent.
